The source for almost all GM service manuals is Helm, Inc, and they have announced the 2014 Chevy Spark EV for sale by December 4th:

Awesome, thanks for posting these, it will come in handy for future Spark EV owners at the end of this year. I was hoping the Spark EV on-sale date would be sooner, too bad people will have to wait till December 2013 to get their hands on one.

You must buy the service manuals. GM will not allow any unlicensed web site to post a copy of their service manuals because ithey are copywritten. Any site that does may get into Federal court. Maybe in the far future GM will post the download on their web pages, where you can get the owner manuals.

Don't break the law, and order a copy when it becomes available at Helm, Inc. See my post above for the link.
